The Saudi Zakat, Tax and Customs Authority, which runs KSA's mandatory e-invoicing regime known as Fatoora.
ZATCA is the Zakat, Tax and Customs Authority of Saudi Arabia. It administers VAT, zakat and customs, and it runs the Kingdom's e-invoicing programme, often called Fatoora. KSA e-invoicing has two phases: a generation phase requiring compliant electronic invoices with QR codes, and an integration phase where invoices are cleared or reported through ZATCA's platform in waves by taxpayer revenue.
It matters to a UAE business with a Saudi entity, branch or significant Saudi sales. The KSA regime is already live and technically different from the UAE one: it uses clearance for standard invoices, cryptographic stamps, and its own XML rules. A group that trades in both countries needs its ERP to handle both without two separate finance teams.
In an ERP project, confirm the platform's KSA localisation is current and that the e-invoicing connector is ZATCA-approved for the integration phase. Plan the KSA and UAE e-invoicing setups as one workstream with shared master data, and check how the ERP stores the ZATCA invoice hash and UUID for audit.
